The primer is to make sure the paint sticks and is laid down evenly. You can skip this step so long as you abraid the surface you are about to paint with a scotch brite pad and then clean VERY WELL using a paint prep or some other type of paint solvent. Doing this will allow the paint to stick and bond to the metal well.
The clear coat is unnecessary. It is going under the car. Besides I assume you are going for a matte black finish? That makes it doubly unnecessary.
You should check out some online videos if you have never painted before. It is pretty straight forward, but it really is all about the prep
