I just re-read the regulations, chromoly is allowed, but is strongly discouraged. If you have a welding engineer draft you a procedure for chromoly, and the cage is welded/nondestructively inspected accordingly, go nuts. Otherwise, is getting crushed/impaled by the cage in a rollover worth the weight savings? As a metallurgical engineer, I certainly know where I sit on the subject.

FYI, don't expect pay less than $10k for an appropriately qualified procedure.
