That explains it right there. 89 on a stock car in summer would likely put out 40-50 hp less when driven hard. The timing pulled on 89 bone stock when driving hard is probably out of control. Its bad enough on 91.
This would sound about right on power.
Problem is still getting walked by other m3's so there likely is a component besides the fuel but that is a huge part of it
