More vibration after road force

So I had a small vibration issue when installing my TMS spacers. Went to a tire shop and had them road force balanced. The vibration got worse and now had small vibrations even without the spacers. Decided to take them to the dealer, and the dealer said they did the best they could but the way the tire was worn they couldn't balance them completely. Now I still have minor vibrations on some surfaces without the spacers that I do not remember before. Did the dealer not try hard enough to balance them? Or do I really need to get new front tires like the dealer recommended. Front tires still have about 5-6mm of tread. Car has 24k miles. Stock ZCP.
