Seriously never trust paypal as a seller. Google Checkout has better protection but there is always risk.

print out that picture - fold it up - put it in an envelope - hand write "hey, you wanna go hang out with my awesome mole !?!?" - send the picture to his neighbor

write letter that says "your son has been having sex with me for about 8 months and i have tested positive for HIV" - sign it with some random dude's name - address the letter to Mrs. Galka

write letter that says "Jonathan has been sending provacative pictures of his own mom to me - just thought you'd like to know" - find out who his best friend is on Facebook and sign it with his name - address letter to Mr. Galka

lol, so much win in here. Although I think I would first file a mail fraud claim, it seems pretty apparent through the different weight of the two packages (or dimensions) that it was not the same thing that went out that came back.

You should tell PayPal you filed Mail Fraud claim and you are listing them as part of the fraud claim since they help the guy perpetrate his crime.
