New Ga tax laws after January 2013

So I'm en route to transfer a lease for a M3. The car is a NY car and it will be brought down here to Ga. So with this new law (according to my research, I can't currently get ahold of the DMV) I will have to pay 6.5% on the whole vehicles value upfront to get it titled? And there will also be no tax on my monthly payments?

How did you make out with this? I just did a lease transfer on a M3 in May, and was not charged the 6.5% ad valorem tax. Since the original lease began before the new law took effect, and no new lease was created, I simply assumed the monthly payment. We went thru BMW Financial Services, and we live in Forsyth County. We did have to argue with them about it, but it all worked out. If you have any questions, let me know. Hopefully it all worked out for you.
