From these photos, I believe so, but if proper exposure was determined and good photos taken, they may look brighter and less blue. It's difficult during daylight. I think it's best to compare at night against an object. Aiming the camera at the lights causes the white to get clipped.
Setting the white balance to tungsten at night does make a difference. Camera white sensors are fooled at night and during the golden hours.
