Willow Springs rule is no passengers allowed. It's a rule set by Willow.
Both Extreme Speed and Speed Ventures follow this rule.

You can bring your gf, but she cannot ride along with you.

At Buttonwillow, there are ride alongs with no restrictions.

There's free basic instruction. Check the link for more info

No passengers?

If they pay to enter the track and wear a helmet, why no passenger? This makes no sense. What if someone wants to bring an instructor? He/she can't ride as passenger?

Ask willow springs

This is a rule set by them

I know SD allows passengers, but that's their choice.

I guess Willow doesn't allow passengers due to liability and insurance reasons.
And it makes perfect sense. Why? Because simply wearing a helmet and paying the $10 gate fee doesn't mean much. Driver's sign waivers when they register for an event, either online or in person. Big Willow is a much higher speed track than Button. Button allows passengers regardless.

If someone is a certified instructor, I'm sure Extreme could get them on the instructor list, thus allowing them to go on the track to instruct their student.

If you've ever ran with any group other than SD, you'll see the no passenger rule is pretty strictly enforced. Any specific questions, email Extreme since I can't answer anything specific. Their email is in the first post.

Oh, I'm not questioning you, just never heard of that.

I have definitely seen driver's jumping in and out of passenger seats all day long at other events - it never even occured to me it was not allowed.

Wait you say drivers or you saw like random people, like say someone's gf??

I think it's different if they're both drivers (since they both signed the waiver releasing liability in case of a crash)

But don't quote me on this lol. I'm just guessing..

Gotcha - yes, they were other driver's...not just innocent bystanders

That makes a little more sense to me now.
