This only happens when you first start the car, even if you just turned it off, you have to give it about 30 seconds, and use M mode or hit the power button to sharpen the throttle response.

Uh.. yeah actually. Engines are designed to be load bearing. Revs cutout as a safety mechanism. For example, in the E46 M3 you couldn't rev past 6000 in neutral even if it was warm, and that was supported in the owners manual.

My 08 will rev higher than 3,000 when idling. I was testing out the LED Performance wheel and I had it set to start blinking at ~4,500. I didn't go much higher than that though so I'm not sure how much higher it would go without load.

I was sure I read that there was a rev limiter when in neutral of 4,500 RPM or something thereabouts. I can't find the link but am sure I read it... maybe in the manual.

it's rev limited.. not sure to what rpm, i think 7,000..
when getting your car tuned with an aftermarket vender you can ask them to adjust or delete your rev limiter but hey, it's there for a reason.

Yeah 3000 isn't right. I installed a new xpipe and reved it up plenty to hear it. Well past 3000 but not to 7000 either. I can't imagine just flooring it in neutral even to try this. Should feel the same as an overrev in gear where it starts cutting out once into the red.

7k in neutral is crazy, but the car easily revs over 3k. Get the impression you're talking about some unique DCT benefit. My 6 spd will rev way past 3k in neutral.

Yes I was reving with door closed. The engine was fully warmed up too, after driving quite a while.
Mine is a 2011 DCT if it matters.

The engine should be able to rev to 7000 standing still, and even though it's not recommended, you can rev past where the "moving idle" is, even when it's cold. If you are rolling at all, you can redline all the way up to 8300.
I would say your problem doesn't sound normal. I would assume your moving redline is at 8300 but you just can't get there?
