How To Get Rid of These Marks???

First of all, I have no idea what these marks are cause I bought the car used and it was already on there....I have tried all leather and vinyl cleaners---> nothing...I tried perfume, wd40, goof off, nail polish remover, alcohol...nothing will touch or fade this.

Any ideas what this is or what will remove it??...it looks like black ink spots but obviously it isnt.

After testing a really small spot to make sure it doesnt discolor anything, I would try AFTA by Guardsman...(which changed it's name recently and is now known just as Guardsman Dry Cleaning Fluid.)
