This should clarify things:
there is one Dead pedal, and one smaller pedal that can be used as the brake for a manual or DCT car, or used as the clutch pedal for any manual bmw

I'm keeping the gas pedal and 1 brake pedal for my own DCT M3

Thus, this is an incomplete set

Yes this is the best way to install them

I have seen people use glue and whatnot.. but I would advise against it.
