WTF - Since when did Porsche start offering ED option?

No mention of a discount like BMW, and it's not clear to me whether the cost of re-delivery to US is included in purchase price. Still, the prospects of a 2-3 week vacation in Europe, driving your new 911, is tempting to say the least.

It's been available for a while. I don't know exactly when it started, but when I bought my CS in 2008 they offered ED.
I'm pretty sure it's been way longer than 2 years though so your questions puzzles me

BTW, I don't remember the specifics as I didn't do it, but IIRC there was no financial incentive to do ED, and there was $10k security deposit or so to cover the VAT.
The deposit was returned after the car reached the US

too bad, otherwise you can arb them and sell 911s on a discount(on a Euro perspective) to a Euro buyer.

Not only is there no discount like BMW or Audi, there is actually a charge to do Porsche ED. Somewhere around $2500 if I recall correctly.
