What's a reasonable weight for for 20" wheels?

My budget is 3500-4000 for a set of 20" wheels not including tires. I would like a really good forged wheel. Most of the wheels I've looked at were 28-30 lbs for rears and 24-28 for fronts. Are those weights considered to be heavy? I would love to have a deep lip but will consider "big face" mono designs. Any suggestions for this price range?

Depending on what finish and wheels I would say around 25/26lbs or so for 20's would be reasonable.
