Yes, SMG blips the throttle as long as you have your foot on the gas pedal. If you are braking and your foot is on the brake, it will not blip the gas when you downshift. The CSL would blip the gas with no throttle input.

My dad's '02 SMG would blip even under hard braking like when I drove it on the track at Watkins Glen, they were high RPM perfectly rev matched downshifts every time otherwise you run the chance of breaking the back tires loose on the downshift. You can hear the engine blipping on each downshift. Perhaps it doesn't blip the throttle when on the brakes in S-1 through S-4 or in automatic, I don't know because I've never used any mode but S-5.

With my M5 when I brake going into a corner for example I just downshift and get a perfectly executed rev-matched downshift

I just learned this yesterday at a BMW event
