crack under front fender/wheel well

So today I drove the car and while parking I hit the concrete thing in the parking space that stops you(dont know what it's called), It wasn't a hard hit but i heard a little crack from the front, then i checked and i saw this (in front of the front wheel/under the front fender, it's the first screw) :Name:  2014-09-07 11.44.40.jpg

I actually dont know if it was there before or new, but is this something serious that needs to be fixed or is it ok to just leave it?

Is that the fender liner? Looks like a cosmetic issue only. Losen that bolt, reposition the plastic, and tighten it up.

Looks like a write-off.

Just get a larger washer, or like tinman said just reposition.

Buy a fender washer at Home Depot. Small hole, large diameter. Paint it black if you want.

Done! Looks much better! Thanks for the advice! And btw, how tight should the screw be?(it seems that i cannot tighten it to the point where you cannot tighten it anymore), i am a little afraid of breaking the plastic
