if he wants to keep his current setup. I would suggest the following:
1.) Check for malwares/viruses. I can suggest using Nod32 Anti-Virus and Malwarebytes for cleaning malwares.
2.) Add more Ram
3.) Clean up unused programs that are just sitting on the harddrive.
4.) Clean up unused quickstart shortcuts, cause those slow down the startup of the computer as well.

See if these help

Aside from keeping the desktop tidy and freeing up some minimal storage space I don't see how #3 and #4 would help improve performance at all. Why on earth would quickstart shortcuts slow things down? Is Windows really that terribly designed?

well try to have a bunch quickstarts installed on your computer. By quickstarts I mean, programs that start automatically when you boot up your computer, such as YM, msn messenger, and programs similar to that. See if your start up doesn't slow down. I'm just speaking from experience thats all.

Gotcha... at first I thought you were referring to the quick launch taskbar, my mistake. Still, although those things would certainly cause boot time (in the loosest sense) to increase, they shouldn't be an impediment to the normal functioning of the machine. I.e. commands, tasks, etc shouldn't be slowed down unless he's either a) starting copious applications, or b) starting one or more applications that are using an inordinate amount of memory. I suppose this would be a good thing to check.

Exactly. I'm not saying to eliminate all quick-launch. Maybe keeping around 3-4 5 is already pushing it. But more than that would cause your performance to drop quite a bit.

I dont think I need a new computer. Especially not a gaming computer. Plus Ive looked into them before. IIRC they were overpriced or had system issues; something that caused me to go with dell.

meh, i dont have the knowledge, time, or the interest. My next computer will probably be a Dell. I may pay more for the name and having it prebuilt, but the peace of mind and reliability will be worth it.

I really dont. My current system has treated me well. It just needs to be cleaned up and upgraded a little. 160GB of storage and 1GB of ram was more impressive in 2005, when I ordered it.

Start then Run
type in Msconfig
there should be a tab that says startup...remove whatever is unnecessary

just get a decent core 2 (quad or not), 2-4gb ram, geforce 9800/radeon 3870 or above and you should be good to go

Your current hard drive is a SATA drive, so you should be fine. See your scan (post #5).

Has anybody suggested a defrag of your hard drive?
Checking for viruses is definitely a good idea, those are a definite cause of many slow computers.
Try out malwarebytes as well. It's very good at removing unwanted malware.
