Question Moving to NYS and need some insight!!!

Hi all! Well just found out I'll be moving to Fort Drum NY next year. Now I currently own a 2013 E92 M3 with ESS 625 Kit, ACM test pipes, Eisenmann Race exhaust, KW V3 coilovers, StopTech BBK, Recaro Sporters CS seats, and much more.

I was raced in NYC but have not lived there since I joined the US Army in 2004 so I know a lot of things has change. Now my question has to do with Registration and Emission.

Will I have issues passing emission with the test pipes, SC , and exhaust installed? How difficult is it to register the car? Also for those living Upstate or Buffalo area How's the roads up there?

I'm not a NY resident anymore so I know I don't have to worry about taxes for the car since I bought the car new from BMW.

I would recommend finding a performance shop that can do inspections. The one I use would pass everything mentioned, but would probably need to do something special for the test pipes.

Upstate sucks....

As far as emissions go, they only to OBD II test and some safety check.. not sure how your tune interfaces with OBD but as long as scan comes "clean" then you are good to go.

only if you are transferring title to your name. If the vehicle is already on his name, then only registration fee and other bullshit fees but no sales tax.

OK found the answer for one of my questions so I'm good on the tax and registration portion.

Defer vehicle sales tax

If you are a member of the U.S. Armed Forces and you do not reside in New York, you can defer your sales tax payment. You must pay the sales tax when you leave the Armed Forces or you return to New York. Complete form Sales Tax Exemption (DTF-803) if.

you are a New York State resident
you are now a member of the U.S. Armed Forces
you do not now reside in New York State or keep a residence here

No OSS is too expensive. The round LED rings were done by my buddy, and the DTM style one currently on the car were done by a guy in Munich for 350 Euros.

My Home of Record is NY but I changed my state of residency to TX. I changed my DL to a TX one and I own a house in TX too. Nothing to do with NYS besides that I enlisted there 12 years ago. I don't pay State taxes to NY.

It's been a long time for me. I used to run a 1987 z28 with summer tires year round up in Rochester. Young and stupid. Spent lots of time sideways in the winter and got a lot of tickets in the summer. NY State thruway is a nice road but lots of cops. Route 17 is a nice run with rivers and other great scenery.

So you think that if I bought a car while living in in FL 5 years ago and moved to NY, I'd have to pay a difference in sales tax... from what... the new price 5 years ago?

No

The only time NY is going to collect tax is if you bought the car and registering it for the first time

My car has never been registered in the States because I ordered the car here in Germany and the car has not touch US soil yet. I already looked up all the info I need to register the car in NYS. Since I'm active duty and purchase the car overseas I'm exempt from paying any tax on it all I need is to file the Department of Defense form DD430 and just pay for registration.

Hi manari06,

Can you confirm if your interpretation worked -- no NYS sales tax for car purchased when stationed abroad?

I am a US diplomat and bought my M4 through diplomatic sales in Beijing. Now, I'm headed to the UN. (We don't get tax exemption like foreign diplomats do when they are in the US.) So, I'm trying to confirm if the tax exemption on the NYS DTF-803 form applies when the car has never been registered anywhere in the US / no sales tax has ever been paid to a US state.

Thanks for any tips!
