Weird electric noise after restarting car

I heard this weird electric winding noise yesterday coming from the drivers side hood area. I shut the car down only to restart it right away to fix my parking and this electric grinding noise was loud for like 2-3 seconds and disappeared. I will add car was fully warmed up after doing another restart right away. Doesn't do it all the time.

The noise is never present on cold startups. If I wait for a minute noise is not there. Only when restarting right away.

What could be located on that side of the engine bay that can be making this noise? I will try to get some vids up.

Does it sound like it's inside the driver's side door? There's a vacuum booster pump in there that comes on if you press the brakes hard-ish a few times really quickly. Mine does it quite a bit when I'm pulsing the brakes, usually when backing out of my garage.

I can't remember if I was pressing the brake or not(6mt) but the noise seems like its coming from the drivers fender area.

Get in and smash the brakes a few times and see if it's the same noise. Usually really easy to replicate.

Thank you very much. Same noise when I pumped the brake couple of times. I'm assuming this noise is normal?
