Not exactly a big secret. Wiping the EEPROM on any car's cluster is possible with the right tools.

People that do this should be brought to justice and book thrown at them like we've seen so many times

It's an awesome tool. Used it many times.

BTW, I'm selling my 2013 M3. Only 6,000 miles on it. I never drive it since I want to sell it for low miles.

Check the car's service history (a good reason to insist on one every time you buy a used car). If a car had an oil change, or any other work done at 56,000 miles, you have to question any odometer reading that doesn't seem to make sense give that information. Research insurance information. How many miles were on the car when the insurance was last changed? How many miles were on the car when it had its last inspection? A lot of data points exist that can be cross referenced. Finally, have a thorough PPI done. A good mechanic can tell you if the car's condition doesn't match with the reported mileage.

I would also note a drivers front seat also tells a big story. People aren't going to change leather seat skins to match milage they cost over 1k

Yes, a Carfax or Autocheck report can help determine if there has been an odometer rollback. Anytime a car is registered/titled, sold, or sent to auction it will usually prompt an "event" on the history report and the mileage should be recorded. Carfax is a little more detailed than Autocheck and will include service history if the car was serviced at a dealer who reports to Carfax. Some states require you to update the mileage every year when you renew your registration, but most don't. And as others have stated, a BMW dealer will be able to pull service/warranty history for when the car was serviced at a BMW dealership.

I wouldn't be too concerned about it. Odometer tampering is obviously illegal(I believe it's a federal crime) and it doesn't happen near as much as 20-30 years ago. Everything is logged electronically in so many different places now that there's too much risk of getting caught for it to be a widespread problem. As others have also noted, you can get a good idea as to how many miles a car has by looking at the steering wheel, seats, shifter, and the general overall condition of the exterior.
