Chance it and rather pay the fine than drill holes in my bumper. My front plate is on the wall in my garage.

I haven't had any issues with my car, but my wife has gotten two $35 no plate tickets from meter readers when her ML was parked in Portland. They have obviously been trained to look for this.

Have you had any success installing it? I emailed them and they said that 8 inches in width and length was required and I didn't think we could install it underneath the bumper.

most people would install it right where the stock one sits.

I don't have my car yet, but was going to install one if it is possible. If the device needs 8 inches of clearance how much space is there from the front of the bumper (place where stock plate would sit) to the front of the radiator (ignoring the black grille of course)?

Oh I see. How much space is there between these two supports and can they be moved if you drilled new holes for the supports?
