How do these compare to the billstein b16? I know this doesn't have edc settings.

As far as performance and workmanship, Ohlins R&T product line is hard to beat. Ride quality is better than OE and performance on and off the track is second to none in its class. With upgrade springs the R&T product line can rival many higher end coilover with both compression and rebound adjustments.

Would it be softer than the b16 in soft while handling better than the b16 in harsh?

In my opinion it is better in both cases. Ohlins R&T are better engineered with excellent valving.
