Once the dealer places the order in the ordering system, the production # should be available immediately. I sat with my SA when he ordered mine so that's how I know. As for the vin, I think it's not available until the car goes into production.

It depends on the dealership's current allocation. If they have zero M3s in their allocation they can modify a production number from another e92 to fill your request. When your order is placed it is possible to have a production number assigned immediately for a US delivery, but it's not a given. You'll get the production number soon I'm sure.
