Pre purchase inspection buying used

Does anyone have any recommendations on who should be doing the PPI? And can any BMW dealership pull up the service records and overrev incidents? Looking to get a 2009 e90, but it's not located at a BMW dealership.

Not sure about over-revs, but any dealer can pull the records. Just bring them the key.
