No, just spray on while cool and dry.

I don't recall the bottle saying specifically to not rinse first. I wondered the same and tried both ways, didn't take long to figure out which is more effective! Great product!

Guessing spraying it on without rinsing is more effective?

Yes, spray Sonax, let it sit and do its thing for 5 min, then spray off. Agitate before spraying off if necessary. Makes cleaning wheels fun.

It still sticks. You need to scrub the wheel anyway so it'll get wet when you do that. I find it easier to scrub when the surface is wet.

I agitate after spraying, then let it sit for 3-5 min. If you wax your wheels or they're not that dirty you prob don't need to agitate, just spray on and hose off. Good luck!

When it turns red that is your cue to start rinsing off or use some brushes. If you have sealed your wheels though then you shouldn't really need to use sonax. Just some soap and water will do the trick because all the brake dust will slide off that much easier

I was told that if you wax your wheel you probably don't want to use Sonax regularly as it will strip whatever wax you have on there right off.

Sonax Full Effect and other strong wheel cleaners definitely will strip any kind of wax or sealant you have on the wheels. It's a good idea to reapply protection after cleaning with Full Effect.
