As soon as these cars start requiring smog, I think there will be enough incentive to get the certification done.

It's likely it will never happen. The costs and efforts involved to get units certified generally outweigh any benefit to the company to get it done. People are obviously willing to buy regardless of certification. Just cause these cars aren't required to get smog tested yet doesn't mean it's legal to run any parts you want on them until it's required.
