so I'm likely moving to CA in 2 months and will register my car there. Of course it's a waste of money to register and receive regular plates and then to turn around and apply for this. Can I just apply for these plates directly off the bat as a new registration?

Same concept if I were just buying a new car and registering it for the first time in CA, I want to just buy plates and register once.

Their FAQ says this, which implies that it must be "currently registered", but the question was asked of a different context:

Q30: Can I pick up the plates without assigning them to a vehicle?
A: No, the plates must be assigned to a currently registered vehicle when they are picked up.

Okay, question. If i order these plates, do i have to be assigned a new number, or can I have my current license plate number transferred over to the legacy (black and yellow) plates?

I believe you can not. The plate has to be available to order it and since the system would think that it already exists it would not allow it. I could be wrong though.

Just assign them to any of your cars. Then you can transfer the plates once you get them. Problem is these plates could take forever to get. Many people (like myself) may not even have the same car by the time they come in.

i don't have a car registered in CA yet. I called them, and they said it's ONLY for existing registration. They said, I would need to register and pay the standard fees and receive the standard plates, then put this application form in.

So guys, you can put me down for a black plate in a few months to help the cause

no I have a normal sequential plate. would prefer to keep the number if possible

Yes you can keep your number/letter sequence, read the form, there is a window to check if you just want to have same plate sequence but in color.

edit: DMV website lists the number of approved applications for each color:

Black: 7500+
Yellow: 1800+
Blue: 1400+

Need to reach 7500 by Jan 2015 to print. Chances are looking slim for blue and yellow

can somebody please clarify this, I have a personalized plate and it has 7 characters but I want to order the 60's plate(black and yellow), so it's possible to convert my existing plate to the 60's legacy plate right? But anyways, I'll be sending my form with the conversion to 60's plate and see what the dmv says.
