He forgot the middle man. When I was in college I worked as a waiter. Someone in the kitchen offered to sell us food stamps at half of face value. I passed because of possible problems but the thought of going to Kroger and getting everything for 50% off did sound appealing, especially when working nights for tips so I could pay for college.
