Interesting email from performance center

Placed an order for a 2011 e93 at end of January and just got this email from the performance center (forwarded by my salesguy):

"Thank you for submitting your recent Performance Center Delivery reservation for your client. Unfortunately, this production number (#######) is a new production model and we cannot offer a delivery date at this time. Please inform your customer that we will contact you with a delivery date once the vehicle is produced, the EPA and CARB approvals have been received and an ETA has been assigned. We will do everything we can to deliver the vehicle at the earliest possible date and give your client the experience that he/she is looking forward to. Should the client wish to cancel you will need to submit a cancellation form which can be found on Centernet. We look forward to hearing from you soon.



Thank you for your patience!"

My questions are:

1. What are EPA and CARB approvals and will this slow down delivery?

2. Why have others received productions weeks and I can't get one nailed down?
