I wouldn't say the guy is an "idiot" per se. I think he probably doesn't know the car has brake override. Basically to do a burn out you rev the engine, drop the clutch, and left foot brake to hold the front wheels while the rear wheels keep spinning. But most modern cars actually cut off throttle to the engine if the brake pedal is pushed hard. It's a safety measure to prevent accidents like those Toyotas with stuck throttles used to have.

he's not only an idiot for not knowing how to do a burnout; but mostly for doing it on obviously a busy street w/ freaking cars going by!!!

Many cars also have had that annoying feature for some time, way before the Toyotas allegedly had throttle stuck issues.

(Many if not all of those cases were deemed driver error also)
