anti-rotation lock cap

I haven't done a DIY oil change yet (I've read the DIY threads) and have a question. It concerns the anti-rotation lock cap (shown in http://www.penskeparts.com/DiagramsM...5&rnd=03192010), which seems to be a relatively recent addition to the oil filter housing cap. Are there some tips for removing and replacing this gizmo? Has anyone just left this cap off? I assume the function of the cap is keep the housing cap from backing off or loosening.

Any info would be appreciated.

From what I recall during my last oil change, I just pulled up on the cap hard. Someone here correct me if I'm wrong, but I don't think it's necessary even to pull up on the bottom tabs at all.

To replace the cap, you literally just slide it back down over the filter housing cover. It needs to be lined up properly, but if you do it wrong it will sit obviously incorrectly, and it's a quick fix to pull it off again and set it down properly.

I plan on leaving it in place; it's literally a one second job to pop it off and a one second job to put it back on. Probably not a necessary component, but it's not a hassle so I'll leave it as BMW intended.
