Freestanding MSS60 rev limit as others have stated is 7,000.
This is changed sometime to a lower number in software tunes when 6MT drivers request it, sort of as a launching aid..

How can that work if you're not going to be in N when launching? or does it have to do with clutch being depressed?

The car knows if the clutch pedal is depressed, but that's besides the point. Whether it is depressed or not, if you are not moving, the limit will be 7,000. You obviously can't have the clutch out on a 6MT and be at 0 mph unless you are in neutral or have the engine off. The car doesn't know what gear you are in per se, but it does know neutral from gears 1-6. With an automatic it knows exactly what gear you are in, while the the 6mt setup is more of a neutral/drive scenario. The car technically knows what gear you are in based on road speed and RPM, but that isn't a factor in this particular case. If I confused you let me know...and I'll do my best to clear it up. As others have stated, if you are moving at all, the ECU reads the limit from a different location, and the RPM limit raises up from 7K.
