you should fight the license plate citation because it is law in california that you have 90 days from date of purchase to put on the plates..

go to court. People get tickets plead down all the time, even if they're guilty.

I am not an attorney and this is not legal advice, just something I've seen others do successfully

Go to court. If the cop is there then see if the solicitor will agree to reducing the fine or removing the points. Or see if the judge will give you a break if you plead no contest (if you're allowed to do that in CA for traffic citations). If the cop is not there then move to dismiss and you're home free.
