You don't realize how dangerous tactical rocks can be in skilled hands. Specifically hands that are unable to easily possess firearms thanks to an oppressive government. Ask me how I know. Ask a Canadian.

Then contrast that with the overwhelming majority of people in America who are terrible at shooting but are currently allowed a firearm. If you then provide such people with a firearm as wildly inaccurate as an AK, it would probably compound their stupidity to such a point where they'd actually take each other out while aiming at you, thus solving a major problem. It's a win win.

Therefore, as your head spin doctor, I think you should reconsider your position and issue everyone AK's. You would come off appearing generous, liberal and kind, meanwhile achieving your ultimate goals.
