What is VDC?

When I call the 800 number for status my 13 has been sitting at some port for a while (production completed 7-19) with no shipping info available. Was it waiting for some kind of CARB approval/authorization to get on a ship?

My '13 e92 was also sitting at the vdc in nj waiting for this so it could be delivered.

I'm no Pro at this but seems you need EPA and CARB approvals before they can be delivered to the dealerships or the Performance Delivery Center in SC. They can ship from Germany without these but have to wait at the VDC here until certified/approved.

Are these approvals specific to each individual car? Or do they apply to the entire lot of 2013 M's?
