Used wheels importing into Canada

Anyone know what the rules are importing used wheels in canada in terms of value declared? I know obviously no duties for US or Mexican made wheels and 6% duties on wheels (7% for tires) plus taxes but how would a used set be priced? As new or as you paid used?

Do you need an invoice or do they looks at fair market value? I guess my point is that most items here are sold from individuals so let say I go pickup the wheels in the states and they cost new 4000 but I get them for 1000, yeah I can declare 1000 would they accept that or tax me on a higher value?

I bought a used set of wheels a few years backed and I was taxed at declared value.

Yes, you are taxed at the declared value. Not sure about taxes for tires and wheels being seperate. All I can remember is getting charged 5% for the total package (new and used purchases).
