Never really understood why people got upset over simple numbers. I feel many people forget the main purpose of the dyno is to make sure the tune is correct. I would much rather low numbers and a smooth graph than high numbers and a shitty graph. just my .02

I agree. Its also the delta/improvement that is important both on the dyno and the road.

Is it normal for a tune not to make much power until after 5.5k? It looks pretty even up until then.

On a N/A car like the M3 the power gains are always going to be higher the further up the rev range you go.

Remember the graph is only showing you full throttle. It does not demonstrate part throttle performance where most people will be using the car most of the time.

You can use customers reviews as a guide line to see how the tune performs in the real world.

All you have to do is find a known friendly dyno on a cool day and you can get the number you want and show off your dyno graph here.
