Quick Shift Brake Lever

Hello I have been watching racing cars for awhile, I more or less understand the bit about the direct shift bit. However, I don't understand what that bicycle-brake-looking lever do (not the connecting rod)on those quick shifts do. It seems only more expensive cars/shifters have them. I have circled it in red in the attached picture.
