Coating on OEM rims?

Quick question..

BMW M219 rims In gunmetal, is that factory powder coat, or paint?

Previous owner painted mine black and I want to remove to black without removing the under coat. Any ideas?

I think they are painted, it doesn't feel like they are powercoated.
