You are correct. Your reaction time only matters when you are actually racing someone.

Reaction time is only irrelevant when your doing test and tune. When you race heads-up (meaning both cars leave the line at the same time) the reaction time is very important if both cars run about the same ET. You can have a slower ET and still win if you had a much quicker reaction time.

Never have RT's applied to these type of events, test n' tune, street legal nights, etc. Unless you are bracket racing or at a actual REAL competition, at least in my case, you could leave the line 15 seconds later than the other car and still run an better ET.

I'm talking about a real heads-up racing competition. A persons reaction time never has anything to do with the ET.
