Either, driving through sand and rain does not count as breaking loose, I would assume we were talking about clean dry asphalt.

also need to take TQ into consideration. not all roads are perfect, etc.

No torque doesn't apply at speed, If we are both going 80mph and you have an engine with 500tq and 400hp and me an engine with 300 tq and 600 hp I'll be putting more torque at the wheels (and more likely to break loose) then you through gearing. We would both be in the lowest gear possible, but my gear ratio would be multiplying the torque more and to a higher number.

That's what HP is, a measure of torque potential through gearing.

Cars with more torque just feel faster then cars with higher HP.
