OEM stands for Original Equipment Manufacturer. So an oem exhaust is the stock one from the manufacturer.
If you want too make it louder you need too do a oem exhaust mod. Do a search for it and there will be detail videos.

Just taking the wool out wont make it louder. do a search and there are step by step instructions on what you need to do.

Just to be clear which pipes did you cover or replace or did you only remove the packing?

You need to replace the pipes with holes in them with solid stainless steel pipes.

Yeah, hate to say it but this is what needs to happen. You might want to re-read the various threads on the OEM exhaust mod. Essentially you can do it 3 ways going from loudest to least loud... Bypass everything as ACM does, replace or cover both pipes in the muffler, replace or cover only the pipe with the longer set of holes leaving the other pipe alone. In the case of the latter you would want to put the packing back in to dampen the sound, the first two it can be left out since there is no need for a dampener there when there is not any exhaust routed into the chamber.
