Any police officer (Not just CHP) can bumper pace you to determine ones speed. The police car's odometer is calibrated and the records are entered into evidence at trial. So the event someone is driving above the speed limit an officer can speed to catch up to the violator, tailgate to determine the speed then choose to conduct a stop or in the OP's case move on to the next violator. It's not illegal.

Sure.
An on-duty cop, even in an unmarked car, who is NOT pacing you, can ride your ass and it's still NOT tailgating. I know it may look and feel like tailgating to you, but in the eyes of the court and the C.V.C. an officer is held to a different standard than you or I.

If you are traveling slower than the person approaching from behind, then move to the right and let them pass, regardless of what vehicle you or they are driving.

Depending on the speed of the vehicle, it may be safer to stay in your lane, as s/he may abruptly change lanes and well... if you start changing lanes at the same time... s/he may not be able to avoid you.

But if they're riding your ass, that's a different story

So I'm curious though, how is it legal to have a cop on your ass? I mean, assuming the surrounding lanes aren't empty and everyone is moving at normal speed.

My friend had the same thing happen to him years ago on the 405 over by UCLA. He sped up though to get away from the car (CHP) tailgating him and susequently got pulled over. When he went to court to argue his case, the judge basically told him he should have changed lanes or kept going the same speed -- there was no reason for him to speed. The judge has a point but I still think it's f-ed that cops can mess with you like that.

IMO, the way cops tailgate sometimes, it's unsafe regardless of their intentions. You can easily pace from a few car lengths.

If you are paying attention to your rearview mirror, you should be able to tell that the person is closing in on you and move out of the left lane with plenty of time to spare And, since you always signal before changing lanes, the approaching car will be aware of your intention to change lanes.

If someone is coming up at 150+ mph, I really don't think I'd have any time to do anything lol
