More than likely was a shell casing that ended up in someone's pocket and it fell out. Cleaning up brass after yourself at the range is a pain, but with a revolver it's nice to be able to just stick the casings in your pocket afterwards. Hell after trips to the range I've discovered pistol shells that bounced off the lane divider and ended up in my sheatshirt pockets.

Literally nothing dangerous about a spent casing, it's just brass and a primer that's already been fired. Doubt the casing is there for any nefarious reason.
