where i can get these led lights at the bottom of the bumper. is this the whole front bumper that comes with them.

They honestly look like LED lights you'd buy from eBay (Hong Kong). They look universal...just added on.

...I could be wrong.

Honestly, I wouldn't put those on an M3. This LED thing is quickly becoming old news. Seems that every manufacturer has some sort of straight, or angled, LED DRL.

Constantin's running a custom Hamann bumper, but you can get the lights (OEM BMW retrofit) from your local BMW parts counter:
