Well, the assumption probably stems from the fact that the magazine is inserted. No way to tell if there are any rounds in it though and I'm not familiar enough with the department's procedures to know whether or not it's likely that there are rounds in there.

I'd say "looks like it could possibly be loaded" but no way to tell for sure just from the pic.

I suppose I could be relying on misinformation because another article here in Seattle said that it was loaded and some people in the comment section were like "duh" of course it was loaded... but my question to you is why would it not be? Cops keep their hand guns loaded, right? If there is an emergency situation they need to be ready to go. I don't see why the AR would be any different.
