Rev Limiter Gauge Issue??

hi everyone, was wondering if any of you has ever had this issue where your car is at full operating temperature but the rev limiter gauge/meter stays stuck at a certain LOW RPM. This happens ever so often usually during start up. I can drive/rev pass the rev limiter still but makes me scared seeing the RPM needle go into the red haha. When i do shut the car off and re start it after couple minutes it will then start to drop down to normal. Any help or recommendations would be greatly appreciated.

You mean its stuck at a lower RPM then usual?

With simple tools, the gauge cluster can be removed...and then you can check for motor inside the cluster.

so is this most likely a cluster issue? i just want to confirm that it's nothing engine related.
