Annoying someone discretely is not that difficult. Usually during a conversation, you usually know what kind of response the other person is expecting or want... usually normal polite kind... just respond opposite the way you'd normally do.
If she's the one calling, probably she's the one whose talking the most. you just have to respond in a way that doesn't carry on the conversation. Don't pay attention to what she's saying, act like you don't remember anything... ask the same question over and over... if you can't fake it, start playing game on your computer while on the phone...

You would be surprised how resourceful stalkers are. Changing a phone number and a state of residence wont solve his issue.

not gonna read three pages of responses so i don't know if this is said but just start talking about a woman you like. it puts her in an automatic friend zone and frustrates her. if not ask for advice about this girl you want to talk to at the gym or something that you cant stop thinking about. she'll get mad but can't voice anything

Dropping hints that you don't want kids ever is a pretty good way to politely get rid almost any chick over 25.
