Is it fair to say a M3 Comp E92 DCT would beat or equal a 1M in the dry?

Probably yes, problem is the 1M and the M3 can come with different tyres and some 1Ms or M3s may be lighter or heavier within their own model due to options, and if you didn't already know, the springs vary depending on the options you have on your car.

If you look at EVO Magazine which is a highly respected performance car magazine in the UK, they have very different lap times to Top Gear for a variety of cars. Over most tracks the 1M and M3 are very similar, it's only tracks with long high speed bends which will suit the m3 better due to the cornering stability of a longer wheel base. Ultimately, it's the driver that makes the biggest difference.

Lap times from EVO Magazine. M3 in position 40 is the one with the competition package. It was tested in the same article as the C63PP, Boss 302 and RS5.

Many other magazines and online reviewers have had different lap times to Top Gear, so I would take all lap times with a pinch of salt, whatever the source. For example, I have yet to find another publication that has had their Mclaren MP4-12C set a faster lap time than the 458 Italia; Top Gear being the only one where the Mclaren is faster than the 458. This is obviously because Mclaren made a conscious decision that it would be a good marketing exercise to spend part the MP4-12C's development at Top Gear's track, as Mclaren very well knows that Top Gear's lap board is the most televised lap time board in the world.
