I don't wanna be a PITA, but why would somebody buy something old and used for the almost the same price as the new version?

the forum intention is to help, and I think this is helping

Did they give you the control module and wiring harness back? It appears to be missing in the photos.

I have v2 steering wheel. What you are missing is connection to cas module and power. Unfortunatly bmw does not sell it.. So this steeringwheel will give only the look. It will not power up.

If this steering wheel was installed in your car and fully functional then the dealer does not know what they're doing.

As the other members have already mentioned, you're missing the wiring harness and control module (plus some other less necessary odds and ends). These should be installed somewhere in the passenger side footwell. The picture below lists all of the parts.

I am also potentially selling my V1 wheel (for manual, not DCT/paddles). I would be happy to share with you the BMW installation manual and operators manual PDFs that you can either provide to your dealer to tell them to try again, or provide to a buyer so that they know exactly what they need.

Also, definitely reference this awesome DIY to know exactly where things go:
http://www.e90post.com/forums/showthread.php?t=244795

PM me your email if you're interested in the PDFs. Good luck!
