Sounds like you got a few lucky breaks then, but that has nothing to do with it being one officer vs. two. It works here the same as it does in the US. On the tickets here there are a number of choices for how they measured your speed and one is "estimated". Don't know how strongly that stands up in court but can imagine some situations where it would be valid, eg. blowing past a cruiser that's driving the speed limit.
